While the guilty plea provides formal closure to this very sad tragedy, the mission of Kilahs life continues. We wont remain focused on Joshua Houser or his mug shot. Instead, lets focus on sweet Kilah and the happy memories she left behind, said Congressman Pittenger. Lets give thanks for the extraordinary Davenport family, who has worked tirelessly to bring much good out of great evil. Lets continue to support their efforts to strengthen child abuse laws in North Carolina and around the country, so that other families might be spared the same sorrow. In 2014, President Obama officially signed the Kilah Davenport Child Protection Act (H.R. 3627) into law. Written and introduced by Congressman Robert Pittenger (NC-09), the law directed the U.S. Attorney General to issue a state-by-state report on child abuse laws, with a special focus on penalties for severe child abuse. The goal is to highlight deficient or outdated child abuse laws and spur action before another tragedy occurs. The Department of Justice issued their first report in July, with a follow-up report planned in 2018.
