Mr. Houser has already been convicted of felonious child abuse related to his beating of Kilah, which led to her death in March. “Today we must again acknowledge this heinous act through the indictment of Joshua Houser, as we also pause to remember sweet Kilah, her suffering, and the unspeakable pain endured by the Davenport family,” commented Congressman Robert Pittenger (NC-09). “Kilah should never have become the face of child abuse legislation, and no grand jury should ever have needed to take up such a grievous case. We are supportive that Joshua Houser will now be tried for Kilah’s murder, but we’d much prefer to see her smiling on the playground. “On behalf of the community, thank you to Union County Sheriff Eddie Cathey and his department, Cabarrus County Sheriff Brad Riley, and Union County District Attorney Trey Robison for their tireless efforts in reviewing Kilah’s case, her cause of death, and ultimately presenting evidence which led to today’s indictment.” On May 20th, President Obama signed the Kilah Davenport Child Protection Act into law. Written and introduced by Congressman Pittenger, the new law directs the U.S. Attorney General to issue a state-by-state report on child abuse prevention laws by the end of November, with a particular focus on penalties for cases of severe child abuse.
