Today, Rep. Phil Roe, M.D. (R-TN) voted in support of H.R. 4038, the American Security Against Foreign Enemies (SAFE) Act. Roe released the following statement after the bill passed the House with bipartisan support: This bill is just a targeted first step to keep Americans safe. While many Syrians and Iraqis fleeing their country are doing so out of fear and desperation, our highest, most important duty is to protect our citizens and to do everything in our power to prevent another attack on our homeland. I've long been concerned that ISIS could use our refugee program to get into the United States, and after the horrific attacks in Paris we cannot afford to take that risk. I strongly believe we should immediately pause resettling refugees until, at the very least, we have improved the vetting of each refugee." The SAFE Act pauses the admission of refugees from Iraq and Syria, and requires the Federal Bureau of Investigation (FBI) to ensure that refugee background checks are thorough enough to determine a refugee is not a threat to the United States. If the FBI cannot certify the background check, the refugee will not be admitted to the U.S. Additionally, this bill requires the FBI, the Department of Homeland Security and the Director of National Intelligence to unanimously certify a refugee is not a threat. The SAFE Act also requires the DHS to submit a monthly report to Congress on the number of refugees certified and not certified, and also requires the Inspector General of the Department of Homeland Security to conduct risk-based review of all refugee certifications. Rep. Roe is also a cosponsor of H.R. 3314, the Resettlement Accountability National Security Act. The bill prohibits the administration from allowing refugees into the United States until Congress passes a joint resolution allowing the federal government to resume admitting refugees. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
