The American Health Care Reform Act was introduced in September by Rokita and a Republican Study Committee health care working group and has steadily gained support from House colleagues and third-party policy and advocacy organizations. Support for the bill continues to build as Americans are seeing the disastrous impact of ObamaCare – an insidious law that is increasing insurance costs and kicking millions of Americans off the insurance plans that President Obama promised they could keep. For more information on the American Health Care Reform act, a full list of cosponsors, and outside support, click here.   Summary of the American Health Care Reform Act Encourages a More Competitive Health Care Market to Drive Down Costs o  Allows Americans to purchase insurance across state lines o  Restores antitrust laws to the health insurance marketplace to foster competition o  Increases transparency in Medicare by making claims data public o  Allows states to establish health insurance portals to promote transparency o  Allows small businesses to pool together to lower insurance costs Increases Access to Portable, Affordable Health Insurance to Provide Choice o  Implements a standard deduction for health insurance o  Above-the-line tax deduction applied to income and payroll taxes of $7,500 per individual and $20,000 per family o  Deduction applies to employer-sponsored, individual or small group market plans o  Provides flexibility for families to pick coverage that best fits their needs o  Allows portability by ensuring deduction doesn’t go away if a person loses or changes jobs o  Expands access to health savings accounts (HSAs) o  Increases maximum contributions to HSAs o  Expands HSA account use for purchase of individual health insurance o  Increases access for Medicare, Medicaid, TRICARE and Veterans to use HSA accounts o  Increased ability to rollover Flexible Spending Accounts to HSA accounts in future years Improves Access to Insurance for Vulnerable Americans o  Ensures affordable coverage for individuals with pre-existing conditions by funding state high risk pools o  Removes barriers that prevent continual insurance coverage and eliminates COBRA-first requirement Reforms Medical Liability Law o  Places a statute of limitations on liability cases o  Caps non-economic damages at $250,000 o  Allows courts to restrict attorney contingency fees Respects Human Life o  Prohibits taxpayer funding of abortions Fully Repeals ObamaCare o  Legislation completely repeals ObamaCare   -30- 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
