Ileana Ros-Lehtinen (FL-27) made the following statement after voting for the Water Infrastructure Improvements for the Nation (WIIN) Act. This bill includes an important provision to order the U.S. Army Corps of Engineers to conduct a study on the feasibility, costs, benefits, and impacts of utilizing foreign sand sources in beach renourishment projects. Ros-Lehtinen has long been a proponent of allowing Miami-Dade County and the State of Florida to utilize more affordable foreign sand sources to stretch limited beach renourishment dollars for more impact. The bill also includes an authorization for a widespread assessment of the structural condition and safety of breakwaters and jetties throughout the nation, including the North Jetty at Government Cut that was the tragic scene of the accident that took the life of Miami Marlins pitcher Jose Fernandez and two other young men. Statement from Ros-Lehtinen: “South Florida has been blessed with some of the most beautiful beaches and waterways in the world that serve as an important economic engine for our community. For years, I have been leading the charge in Congress to advance projects that are key to protecting our shoreline, boosting tourism, and ensuring the safety of residents and visitors. The sand study included in this bill is another step in the right direction towards allowing our community to increase our sand source options to more inexpensively and effectively renourish our beaches. I am also encouraged by the inclusion of the nationwide assessment of the safety of breakwaters and jetties. The fatal and tragic accident that ended the promising life of Miami Marlins’ star Jose Fernandez exposed a safety issue that must be studied and corrected at Government Cut.” 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
