Section 1112 of the bill increases annual funding for the Territorial Highway Program from $40 to $42 million, from which the Department of Transportation gives the NMI and American Samoa ten percent each and Guam and the Virgin Islands forty percent each. I have introduced H.R. 3877, requiring Transportation to reassess this arbitrary distribution set in 1992. And Congresswoman Aumua Amata Coleman Radewagen (R-American Samoa) and I offered the language of my bill as an amendment during floor debate on the surface transportation reauthorization.
