The new law reforms education policy nationwide, but also contains proposals from my bill, H.R. 851, that apply specifically to the U.S. insular areas. Section 1014 of the law raises the set-aside of Title I-A grant funds going to the islands. The Congressional Research Service projects Northern Marianas funding will go up from the current $6.8 million to $11.1 million, beginning next October. Increasing school funding was a top goal when I came to office in 2009. Our annual Title I-A grant then was just $3.6 million, so funding will have tripled by 2017. The Every Student Succeeds Act also makes the Northern Marianas eligible for Preschool Development and Education Innovation and Research grants, two competitive programs now open only to states. Thanks to Committee Chairman John Kline (R-Minnesota) and Ranking Member Bobby Scott (D-Virginia) for helping me get changes I proposed into the new law.
