The RSAT Program assists local governments in the development and implementation of substance abuse treatment programs in local correctional and detention facilities and to create and maintain community-based aftercare services for offenders. CJPA will use the RSAT funds to implement up to three types of programs: residential, jail-based, and aftercare. At least 10 percent of the total grant allocation will be made available to the CNMI Department of Corrections for either residential or jail-based substance abuse treatment programs.
