The Department of Agriculture's Farm Service Agency announced recently that the deadline has been pushed back to November 22, 2013 because of the government shutdown in October. The RTCP helps farmers in the Northern Marianas and other remote areas pay some of the costs of purchasing fertilizer, seed, equipment, and other farm inputs and of shipping crops to market. To qualify for assistance, farmers and ranchers may not have non-farm income over $500,000. Their farm lands must also be worked in compliance with the USDA approved land conservation methods and wetlands protection requirements.
