The Border Security, Economic Opportunity, and Immigration Modernization Act, H.R. 15, addresses our nation’s overall immigration problems and includes provisions specific to the needs of the Northern Mariana Islands. I am an original co-sponsor. People who were protected under Commonwealth immigration law – those born in the Northern Marianas before 1978 or given permanent residence status under CNMI law – and members of U.S.-citizen families will have protection under federal law, and after five years may apply to be U.S. permanent residents, if they want. H.R. 15 could also help stabilize our economy. Our population has dropped from 80,000 to 50,000; and we cannot afford to lose more consumers and taxpayers. H.R. 15 allows legal nonresidents to remain, work, and with 15 years continuous presence apply for a green card. Passage remains an uphill climb.
