The Department includes the Coast Guard, the U.S. Citizenship and Immigration Services, the Transportation Security Administration, the Customs and Border Patrol, Immigration and Customs Enforcement, and the Federal Emergency Management Administration – all agencies that have an active role in the Northern Mariana Islands. Mr. Johnson would replace Janet Napolitano, who left office in August to lead the University of California system and who was instrumental in many decisions that have helped to make the transition to federal management of immigration in the Marianas less difficult. I look forward to building an equally cordial and cooperative working relationship with Mr. Johnson and congratulate him on this most important assignment from President Obama.
