So, I am not going to lay blame for the ongoing shutdown of the U.S. government. Democrats are willing to accept a spending level for fiscal year 2014 at the level set by the House Republican budget in March. Republicans will not agree to that without cuts or delays in Obamacare. If the people of the Northern Marianas had a vote, I would support funding the government with a short term continuing resolution, giving the leaders of both parties a month or two to come to terms. A shutdown just costs the government money – the 1996 closure cost over $1 billion – and hurts the economy. Although some essential services continue, many federal employees are laid off. Unsure if they will be paid, they cut back on spending; and that further damages the economy. For this reason, I have co-sponsored H.R. 3223, the Federal Employee Retroactive Pay Fairness Act, guaranteeing their lost pay, when the shutdown ends. In the meantime, negotiation, respect, and compromise are required, before any more harm comes to the people of the Northern Mariana Islands and America.
