The five-year pilot program is part of the Nutrition Reform and Work Opportunity Act, H.R. 3102, introduced by Frank Lucas (R-Oklahoma), Chairman of the House Agriculture Committee. The $32.5 million is in addition to the annual Nutritional Assistance Program block grant the NMI receives, currently $12.148 million. Mr. Lucas and his Democratic counterpart Collin Peterson (D-Minnesota) backed the pilot program concept while I was a member of their Agriculture Committee in the 112th Congress; and a bipartisan majority on the Committee included it in this year’s reauthorization of national farm policies, H.R. 1947. That bill, however, was defeated on the House floor in June. A working group, led by Majority Leader Eric Cantor, put together a new bill, H.R. 3102, and kept the NMI pilot program intact. The Senate has already passed its “farm bill,” so H.R. 3102 should now go to a conference committee for resolution of differences between the House and Senate versions. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
