For a recipient receiving the national average benefit of $1,294, that means another $19 each month. The COLA rate varies from year to year depending on change in the Consumer Price Index for urban wage earners (CPI-W), a measure of inflation. In addition, it was announced this week that the cap on earnings subject to the FICA withholding tax that pays for Social Security will rise from $113,000 this year to $117,000 for 2014. This increase helps reinforce the long-term solvency of the Social Security retirement insurance system.
