FEMA announced this week that unemployment assistance will be available for workers who lost their jobs and for self-employed individuals who have been unable to work due to Typhoon Soudelor. FEMA officials initially said that they could not extend the assistance because the Commonwealth does not have an unemployment insurance law or state agency. But Congress authorized these benefits in the Robert T. Stafford Disaster Relief and Emergency Relief Act and your congressional office requested that FEMA reconsider. The unemployment assistance will now be provided using Hawaiis Employment Security Law per20 CFR Part 625. Individuals must file applications by October 19, 2015 in person at the Workforce Investment Agency office, Building 1215 on Capitol Hill, Saipan. Application forms areavailable onlineand at the WIA office. Water restoration, hazardous waste collection continue. The U.S. Environmental Protection Agency reports that 89 wellsup from 77 wells last weekare now pumping 6.7 million gallons daily. This is 65 percent of the Commonwealth Utilities Corporation production capacity. Intermittent water distribution is serving more than 95% of the Saipan population. EPA and the Commonwealth Bureau of Environmental and Coastal Quality continue to run their hazardous waste collection program. Anyone with white goodsappliances, electronics, non-green wastemay bring those items to the old Kobler Air Field on Fridays and Saturdays for disposal. The collection site is open from 9 a.m. to 5 p.m. Typhoon survivors can get legal help. Micronesian Legal Services Corporation can help provide legal advise to survivors, who are unable to afford their own lawyer. These services are paid for by the Federal Emergency Management Agency and are available to all survivors regardless of immigration status. Some of the common types of disaster-related legal needs MLSC assists with include appeals of FEMA decisions, landlord-tenant disputes, tenants' rights, adult guardianship, immigration and eligibility issues, insurance claims, home repair contracts, and notarization. Farmers, ranchers getting help from the USDA Farm Service Agency. 24 farmers and ranchers have contacted the Farm Service Agency for recovery assistance so far, and FSA County Executive Director Thomas Camacho returned to Saipan this week for a third visit to assess the damage to crops and livestock and take applications for aid. Farm Loan Chief Doreen Rivera also spent time on Saipan and Tinian to see what more help the Agency can provide.
