The House Transportation and Infrastructure Committee added a provision to the Water Resources Reform and Development Act of 2013, H.R. 3080, that will adjust the waiver to account for inflation over the last 27 years. When WRDA was enacted in 1986, the territories were allowed a $200,000 waiver of any local matching requirement for Army Corps projects, but the value of that waiver has halved over time. H.R. 3080 is expected to go to the House floor in October. If enacted, this change in local match will make it more possible for the NMI to use the Army Corps for projects that improve navigation, reduce flood and typhoon damage, and restore aquatic ecosystems.
