Congress provides the funds through the Affordable Care Act, or Obamacare, to help those between the ages of 10 and 21, who are from minority groups, live in areas with high teen birth rates, are homeless or in foster care, or who are already pregnant or parenting. These at-risk youth receive information about the effectiveness of both abstinence and contraception. The Competitive Personal Responsibility Education Program (PREP) is managed by the U.S. Department of Health and Human Services.
