A week ago, I joined other Democratic Members in urging Speaker Boehner to lift the debt ceiling in a clean bill without any of the politically charged provisions that could result in America defaulting on our obligations. The Budget Agreement, negotiated by the outgoing Speaker in a final gesture of bipartisanship with the President, is not clean.
