Today, the House of Representatives voted to pass the bipartisanconference report for the Fiscal Year 2021National Defense Authorization Act (NDAA). This bill includes pay raises for servicemembers, needed upgrades for military housing, mandates benefits for Vietnam-eraveterans exposed to Agent Orange and makes improvements to sexual assault and prevention programs. This year's NDAA also includes Rep. Schrader'samendment to provide much needed federal financial rights information to service members receiving Basic Allowance for Housing. While this is not a perfect bill and leaves out key provisions from the original bill that are desperately needed, it has some big wins for our servicemen and women, their families and veterans back home in Oregon, saidRep. Schrader.It includes a 3 percent pay raise for our brave servicemembers, improves their on-base housing and extends paid parental leave to all federal employees and makes improvements to childcare for federal workers. This year's NDAA finally mandates benefits for Vietnam era veterans who have been exposed to Agent Orange and are struggling with myriad health issues. Additionally, I am pleased that myamendmentwas included in this year's package. However, I am extremely disappointed that language to repeal the horribly outdated Authorization for Use of Military Forcewereeliminated from the final version of the bill. After nearly two decades of war in the Middle East, it is high time for Congress to reassert our role in this incredibly important national conversation. I am hopeful that under Chairman Smith's leadership that provisions to repealtheseoutdatedAUMFswill be included in next year's bill. Building off language included last year to protect service member financial well-being, Congressman Schrader introduced a new amendment that was included in this year's conference report. This amendment will require service members who start to receive Basic Allowance for Housing to get a rundown of their financial rights under federal law. It was crafted after Arming service members with knowledge of their rights under federal law will go a long way to halting exploitation of our fighting men and women by financial institutions.
