This legislation will be the first long-term surface transportation measure enacted into law in 10 years and will provide about $8.7 billion in funding over five years for Pennsylvania to invest in programs for highway and bridge improvement. This is a nearly $800 million (10%) increase over current levels. The FAST Act is also fully paid for and contains no tax increases. It is a good day for Pennsylvanias families and businesses as this long-term highway bill has been years in the making, said Congressman Shuster. We are increasing investments to the roads and bridges we drive on each day and providing long-term certainty that will allow for new investments to grow our region and strengthen our communities. The FAST Act is one of the most important measures that this Congress will pass. It is also fiscally responsible because it is fully paid for and contains no tax increases on the American people. The FAST Actis a five-year surface transportation reauthorization of federal highway, transit, highway safety, motor carrier safety, hazardous materials, and passenger rail programs. The bill reforms and strengthens transportation programs, refocuses on national priorities, provides long-term certainty and more flexibility for states and local governments, streamlines project approval processes,and maintains a strong commitment to safety. Congressman Shusters highway bill first passed the House on November 5th. The Senate passed a different version. Todays vote was on the final conference report that will now head to the Senate for passage and then go to the presidents desk to be signed into law. A conference committee led by Shuster was established to negotiate the differences and to produce the FAST Act. FAST Act Highlights -Facilitates commerce and the movement of goods by refocusing existing funding for a National Highway Freight Program and a Nationally Significant Freight and Highway Projects Program -Expands funding available for bridges off the National Highway System -Converts the Surface Transportation Program (STP) to a block grant program, increases flexibility for states and local governments, and rolls the Transportation Alternatives Program into the STP Block Grant -Streamlines the environmental review and permitting process to accelerate project approvals -Eliminates or consolidates at least six separate offices within the Department of Transportation and establishes a National Surface Transportation and Innovative Finance Bureau to help states, local governments, and the private sector with project delivery -Increases transparency by requiring the Department of Transportation to provide project-level information to Congress and the public -Promotes private investment in our surface transportation system -Promotes the deployment of transportation technologies and congestion management tools -Encourages installation of vehicle-to-infrastructure equipment to improve congestion and safety -Updates research and transportation standards development to reflect the growth of technology ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
