This bipartisan bill ensures that American men and women in uniform are provided with the tools they need and the benefits and support they deserve – including a much needed 1% pay increase for military personnel. We must have a military that is prepared for the threats and challenges our nation faces around the world, and it is the responsibility of Congress to give them every opportunity to succeed. “As Co-Chair of the Military Mental Health Caucus, I support the inclusion of a person-to-person mental health assessment for active duty and reserve members; funding for improvements in identification and treatment for mental conditions and traumatic brain injury among the Armed Forces; as well as funding for mental health stigma reduction efforts in the Department of Defense. The mental health provisions of this bill could have gone further, however, and I look forward to continuing to make improvements in this area next year. “Furthermore, I am pleased that the NDAA took great strides to strengthen sexual assault provisions, including an elimination of a loophole that allows alleged attackers to avoid charges by showcasing a positive military record; the formation of an appeals process for victims who were discharged due to the consequences of their assault; and the establishment of a Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Military.” ### Michael Zetts Press Secretary Rep.
