The House passed the Midnight Rules Relief Act of 2016 (H.R. 5892), which will help prevent the Administration from implementing “midnight rules,” or rules that are proposed during the final year of an out-going president’s term. In 2015 alone, the Obama Administration issued over 80,000 pages of regulations. “We have seen this Administration push its political agenda by whatever means possible. Over the last eight years, hundreds of thousands of pages of regulations have been proposed by Washington bureaucrats who are out of touch with our communities,” Tipton said. “Regulations like the Department of Labor’s overtime and fiduciary rules, and the Department of the Interior’s stream buffer rule are prime examples of this Administration’s pattern of disregarding the needs of our families and our communities.” Under current law, the Congressional Review Act (CRA) allows Congress to review and void a regulation once it is finalized. H.R. 5892 would amend the CRA to give Congress the ability to review and void multiple regulations that are finalized in the final 60 Congressional working days of an out-going president’s term “en block,” or at the same time. “The American people spoke on Nov. 8, and they are tired of the endless barrage of regulations we have seen out of this Administration,” Tipton added. “With the ability to review and void regulations en block, Congress will be able to quickly turn to implementing policies that create jobs, grow our economy, and keep our country secure in the 115th Congress.” H.R. 5892 must be approved by the U.S. Senate and signed by the president to have the force of law. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
