Consideration of this legislation is beyond premature. I have been forthcoming with my concerns about the proposed rule by the EPA and the Army Corps to define Waters of the United States under the Clean Water Act. It is vital that any final rule provides certainty and clarity for our local communities, developers, ranchers, and farmers. Trying to press the reset button on a rule that has not yet been finalized and before anyone has even had a chance to see it, is bad policy.
