"One of the problems with this more than 1,000-page regulation is that it undermines banks' essential role as a market-maker for essential securities. The Volker Rule will increase the cost of capital for Pennsylvania companies and hurt economic growth. In fact, the underlying legislation and the regulators tacitly admit this rule's harmful impact on the cost of capital by their decision to exempt certain borrowers from it - namely, the federal government and foreign governments. But then why should a government overseas be exempt from this harmful rule while an employer in Pennsylvania is not?
