While essentially freezing total spending, this bill expands federal investment in Alzheimer's research, supports important veterans' programs, prohibits the taxation of internet access, protects farmers and others businesses from certain job-killing regulations, and starts chipping away at Obamacare by exempting some health plans from the law's onerous mandates. "While far from perfect, I support this bipartisan legislation because it is fiscally conservative - essentially freezing government spending -- and includes a number of policies for which I have advocated and that are good for Pennsylvania," said Sen. Toomey. "In addition to stopping a number of job-killing regulations and taxes, this funding measure will help our veterans and troops, victims of child abuse and domestic violence, and researchers who are leading the fight against Alzheimer's. I also am pleased that this bill exempts about 400,000 people from Obamacare. This is a significant step toward dismantling this terrible law altogether. "It is disappointing that Congress is forced to vote on such a massive proposal at the eleventh hour because Senator Harry Reid refused to allow the normal budget process. With new leadership in the Senate next Congress, it is imperative that we restore the normal budget process and pass individual, responsible appropriations bills." "As for the point of order regarding the bill's constitutionality, I voted to waive it because this legislation does not violate the Constitution. Like many Americans, I believe that President Obama's executive amnesty represents a dangerous executive overreach. But there is a difference between a bill to fund the government, and a president violating the law. Funding the government is constitutional. In fact, today, every Senator supported legislation to fund the entire government for five days." Senator Toomey's priorities in the funding bill include: • Essentially freezes government spending with outlays declining about $12 billion; • Prevents the incandescent light bulb ban; • Forbids taxes on internet access; • Increases investment in Alzheimer's research and requires NIH to submit a yearly budget on how much funding is needed to prevent and treat the disease by 2025; • Spares farmers from burdensome EPA regulations on land use; • Ensures already-available funds in the Crime Victims Fund go to crime victims versus budget gimmicks; • Exempts around 400,000 people from Obamacare and ends the law's taxpayer bailouts of health insurance companies for 2015; • Establishes appropriate funding levels to maintain Veterans Employment and Training Service at the Department of Labor; • Prohibits transfer of GTMO detainees to America; • Cuts the IRS budget by $345 million and prohibits the agency from engaging in discriminatory ideological targeting; • Bars the transfers of Apache helicopters from Army National Guard to active Army; • Continues vital defense projects based in Pennsylvania: V-22, Chinook, armored vehicles; • Honors our commitment to supporting Israeli security. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
