This bill is the result of broken process and a lack of accountability. Our job is to do the people’s work and to do it on time. These last-minute, stop-gap measures create economic uncertainty and job insecurity. In the context of national security, they prevent planning, keep critical programs from moving forward, and deplete our forces. Congress needs time for measured debate.
