The language was included in the omnibus appropriations bill, which was approved by the U.S. Senate this weekend. “The Gateway Arch attracts thousands of visitors from all over the world each week and helps support businesses and jobs in and around the St. Louis area,” Blunt said. “I’m pleased these important provisions were included in the final bipartisan bill so that we can continue to support the St. Louis Gateway Arch and benefit the economic health of the region.” The bill includes two areas of report language relating to the public-private partnership at the St. Louis Gateway Arch. One is specific to the Arch and specifically addresses the CityArchRiver organization. The other encourages public-private partnerships at the U.S. National Park Service (NPS). The specific report language includes: • Jefferson National Expansion Memorial: The CityArchRiver project has raised significant private donations for the Gateway Arch. The Service is expected to exercise the maximum flexibility with respect to the recognition of private donors. The Service is further urged to engage with all stakeholders to reach agreements on donor recognition which will help to facilitate the raising of private funds while protecting the values of the Jefferson National Expansion Memorial. • Park Partnerships: The Committees continue to support ongoing public-private partnerships which leverage federal dollars and promote the efficient management of park resources. Such partnerships are fundamental to the long-term fiscal and administrative health of the Service. There is merit in the Service partnering with qualified entities to cooperatively finance and manage improvements to park facilities and programs. Efforts made by the Service thus far to expand partnerships are commendable, but more can be done. The Department and the Service are urged to continue reassessing recent policy interpretations and review procedures to promote the greater use of partnerships that have historically proven beneficial to national parks and partners. Senator Blunt also encouraged the Committee to highlight the importance of public-private partnerships, which was included in separate report language.
