The lawsuit, brought by 26 states including Kansas, aims to block the controversial executive action halting deportation of and granting work permits to about five million illegal immigrants. Representative Kevin Yoder (R-KS) issued the following statement in response to the ruling: The Fifth Circuit affirmed today what almost every serious constitutional scholar agrees, that the Administrations unilateral action granting amnesty to more than five million illegal immigrants goes beyond the scope of presidential powers.
